The North Rolling Plains RC&D represents the following cities: Silverton, Canadian, Hedley, Clarendon, Booker, Darrouzett, Higgins, Follett, Wellington, Miami, Lefors, Wheeler, Shamrock, Memphis, and Perryton.

The history of railroads, ranching, and petroleum have defined these communities in turns since the advent of Anglo settlement in the north rolling plains. The lush river and streambanks of the Canadian River valley attracted early ranchers in Hemphill and Roberts County before the discovery of the Ogalalla Aquifer. Large tracts created by many of these early settlers are in large part responsible for the contiguous, unfragmented ranchlands that today act as wildlife refuges for threatened birds such as the Lesser Prairie-Chicken.

The modern communities that make up the north rolling plains now offer a variety of authentic, fun, and memorable events that commemorate a history recounted in countless western novels and B movies. The nation's oldest public rodeo, a cow-calling contest, a turkey strut festival, the last genetically pure herd of Southern Plains bison, antique car shows, fall foliage festivals, art exhibits, summer music festivals, outdoor platform dances, and the "modern" history of Route 66 are just a few of the activities that visitors and residents alike can enjoy in the region.
In addition to entertainment, north rolling plains communities offer significant attractions to those seeking to relocate permanently. Small teacher-pupil ratios, low crime rates, vibrant and busy communities, the opportunity for individuals to make an impact on the present and future of their town, participatory democracy, interconnected personal relationships, clean air, clean water, star-studded night skies, uncrowded roads, and a mild climate combine to make this part of Texas an excellent destination for relocating.
