The North Rolling Plains Resource Conservation and Development Council depends on the contributions and commitment of local groups and organizations. The council's impact stems from the respect, influence, and effectiveness of its board of directors, people who take time out from their busy and often hectic schedules to provide advice, leadership, and the regional influence that is often makes the difference between a good idea and an implemented project.
Chairman: Bob Gober, County Judge, Hemphill County
Became involved with the North Rolling Plains RC&D in 1979 when he became the Hemphill County Judge. Bob and his wife Cindy have two children, Amber and Devin.
Vice Chairman: Vernon Cook, County Judge, Roberts County
First heard of the RC&D program through an SCS presentation. When he took office as the Roberts County Judge, he became actively involved with RC&D. Vernon is an Aggie and his two sons, Lloyd and Allen are Aggie's as well. His hobbies include photography and woodworking, as well as outdoor activities.
RC&D Coordinator: John Crowell
A native of Groom, John has been involved in rural community development for much of his career. A skilled meeting facilitator and administrator, John has helped create momentum and organizational strategies for important regional initiatives such as the Panhandle Tourism Marketing Council.

Secretary/Treasurer: Joe Wheeley
Serves Gray County as an RC&D Board representative and as a Gray County Commissioner. Joe has been a RC&D board member since 1989 and has been secretary/treasurer for the RC&D since 2002. Joe is a Pampa resident and is a native of Gray County. He has been farming in the Gray County area since 1974. He and his wife Sara have three daughters. His hobbies include hunting, fishing and an occasional game of golf.
